Query enrichment is a process of dynamically enhancing a user query based on her preferences and context in order to provide a personalized answer. The central idea is that different users may find different services relevant due to different preferences and contexts. In this paper, we present a preference model that combines user preferences, user context, domain knowledge to enrich the initial user query. We use CP-nets to rank the preferences using implicit and explicit user preferences and domain knowledge. We present some algorithms for preferential matching. We have implemented the proposed model as a prototype. The initial results look promising.

E-government is an expedient tool to overcome social economic challenges. Being in an initial phase of e-government introduction, Zanzibar has to include the use of ICT in its policy documents such as vision 2020 and MKUZA II. In particular, Zanzibar has established a communication infrastructure and a department to implement e-government activities. This paper analyses the readiness of Zanzibar towards e-government implementation. We do a SWOT analysis to identify the government acceptance of e-government implementation. We identify the major strengths for a successful implementation. A major threat however the technological evolution may be resistant to the majority. Therefore the government should take action by giving clear understanding of the ICT technology to the community.

Higher education institutions are widely dispersed by their expertise, supporting infrastructure, and even by geographical separation. To facilitate knowledge sharing in a complex system such as higher education system in Indonesia is challenging. Adopting the definition of market and knowledge, this paper propose a conceptual model of knowledge market as possible mechanism to overcome the problem. By employed the market mechanism in higher education knowledge sharing, the seller and the buyer of knowledge can meet and making the transaction as the exchange of the efforts. Optimum knowledge exchange can be achieved because of mutual benefit between seller and buyer.
